This is probably true, if application programmers are meant.  Library programmers, however, will be able to achieve more widely portable libraries if R7RS-small is adopted by the implementations that did not adopt R6RS, as adding R7RS-small support to an R6RS implementation is extremely straightforward.  The WG often had the concerns of library programmers in mind while working on the draft.
